Perl Programming Redux

I used to be able to write these 34 lines of Perl code to complete a specific data and file handling task really well and amazingly quickly, in like 10 minutes. It was "just" finger exercise. This code must have been at least 15 years old and could be as old as 20 years, conceived and created during my heyday at eBay.
